Unfortunately, the Data Library does not contain nautical maps and I am afraid that I am not aware of any websites where you can directly view nautical charts online.
You may already be aware of their website, but your best bet might be to see the website of the NOAA Office of Coast Survey and contact someone there. The website is http://chartmaker.ncd.noaa.gov
